The Valiants came into the contest with confidence after beating Barnsley 5-0 in the Vertu Trophy in midweek and had the ball in the back of the net inside five minutes when Ben Waine headed past Luke Southwood, but the flag was quickly raised for offside.
Rovers struggled to create clear chances to score, with two of their best opportunities coming inside a matter of moments. Ellis Harrison was denied at close range by Ben Amos before Fabrizio Cavegn curled a shot just over the bar.
With the contest goalless at half-time, Vale scored the only goal two minutes after the break. Waine raced onto a clearing header and one-on-one with Southwood before thumping his effort high past the shot-stopper.
