The move will go ahead subject to ratification by The Football League
Although he has appeared in 23 games in all competition this season, half of those have been from the bench and he is keen to get more game time under his belt.
He should certainly do that at Hartlepool, as they play no fewer than eight games whilst he is at Victoria Park, starting with an away match against Accrington Stanley tomorrow.
Hartlepool are currently 21st in the league standings, though have as many as five games in hand of many sides in the division.
His Rovers career to date includes 46 starts in all competitions, with another 50 appearances from the bench, while his goal tally stands at 26.
Ellis was handed his first team debut by caretaker boss Stuart Campbell, when he went on as a second half substitute at Southampton on 16th April 2011.
He continued to make progress the following season, scoring regularly four our youth team, and was handed his first professional contract in the summer of 2012.
He made his first start for the club in a 3-0 win against Fleetwood Town on 12th January 2013, and scored his first senior goal two weeks later, in a 3-1 win against Rotherham United.
He enjoyed a great deal of success at first team level and ended the campaign with 13 appearances and three goals to his name.
Such was his progress that he was offered a new three year deal in the summer of 2013.
Ellis won Welsh U-21 caps against Lithuania and San Marino in October 2013 and scored his first goal for his country against San Marino.
He was unable to sustain his progress during the following campaign and a disappointing season saw him appear in just 25 league games, 16 of which were from the bench.
He was placed on the transfer list at the end of the 2013/14 campaign, but worked hard in pre-season training and featured regularly in the squad last season, making most of his appearances from the bench. He scored the first hat trick of his career in the 7-1 Fourth Qualifying Round FA Cup tie against Dorchester Town in October.
An extended run in the side towards the end of the season saw him score at Wembley in the Promotion Play Off Final.
