Joe, a Welsh U-21 international, arrived at the Memorial Stadium in February 2007, on loan from Cardiff City.
Cardiff's reserve team captain in 2005/06, he made his first team debut for the Bluebirds in the final match of that season when going on as a substitute against Norwich City.
He made his first team debut for Rovers in an away game at Boston United, in March 2007, and was a regular member of the first team squad for the remainder of his loan spell
He returned to the Memorial Stadium in the summer of 2007, having agreed a new three year deal, and appeared in 40 league games for the club last season, his first full league campaign and his consistent form saw him pick up the Supporters Club Young Player of the Year Award.
He scored his first goal for the club against Oldham Athletic, in August 2007, just days after winning his seventh Welsh U-21 cap.
He was ineligible for the Johnstone's Paint Trophy Final in 2007, having previously played in the competition for Accrington Stanley, where he was on loan prior to joining Rovers.
Having played in the play off semi final matches against Lincoln City, he also missed out on a place in the side that gained promotion in the play off final at Wembley, as his loan spell expired just days before the game.
Tough in the tackle and a good passer of the ball, Joe is primarily a left back, though he can fill any position on the left flank.
Joe remained a regular in the Welsh U-21 side last season and skippered the side in the majority of their qualifying matches in the UEFA U-21 Championship. He was also included in the full international squads for the games against Iceland and the Netherlands at the end of the season.
